Is it possible for anyone to run a measured mile in 3 minutes, 31.25 seconds? It happened, but it can never be entered in the record book.
In April 1982 an American named Steve Scott ran the mile in the time indicated. In second place, with a time of 3 minutes, 32.25 seconds, was Mike Hillardt of Australia. The third spot went to Ray Flynn of Ireland at 3 minutes, 32.75 seconds. John Walker of New Zealand cam in fourth at 3 minutes, 33.93 seconds.
However, the race was run downhill on the main street of Auckland, New Zealand. Races are always run on level ground. Over the mile distance the street dropped 200 feet.

Morocco’s Hicham El Guerrouj has held the “official” world record for the mile of 3:43.13 since July 7, 1999. So, yeah, nobody is beating 3:31.25.
